    I've spent too much time with you. I think your purpose...I think our purpose and what serves the public health is to help these folks recover and return to our depleted nursing ranks, right? Because we need them. We need all nurses. So if our purpose, then, is to return people to service after they have had the chance to take a step out of service and approach recovery with the resources and intent that we desire, we're not doing a great job right now. And it's not because necessarily that the services you're providing aren't excellent, it's because there are all of these other issues that are happening in the context of the services that you're attempting to provide.
