The study targeted three group of nursing specialty, medical-surgical nurses, psychiatric mental health nurses, and addiction trained nurses, who were recruited for national and international nursing organization. We had a sample of 493 nurses, of which only 460 were included in the final analysis due to missing this. The study was conducted over a period of six months and occurred between November 2018 and May 2019. Now, we collected nurses' demographic and background characteristic using an investigator- developed questionnaire where we also collected information related to the participant's state.

However, when the response patterns of people who ran out of time were investigated, it was found that some had been performing consistently above the pass- ing standard. If a candidate’s ability estimate has been consistently above the passing standard over the last 60 operational items, then he or she will pass, despite having run out of time. Keeping this entry-level nurse in mind, they were directed to indicate, for each item, whether the entry-level nurse they had in mind would answer the item correctly or not (Right or Wrong). This was done for the multiple-choice, short answer, and completion items the nurses rated. After an initial rating, actual performance data (proportion answering each item correctly) from a representative sample of over 8,0006 IELTS test takers was provided to the panelists. After seeing the data, the panelists were asked to make a second estimate of whether the “Minimally Competent” entry-level nurse would answer correctly or not. The second estimate could be either the same or different from their first estimate.
