In November of 2005, the National Coun- cil of State Boards of Nursing (NCSBN) reviewed the continuing education re- quirements of its member boards Twenty-eight jurisdictions required continuing education for license renew- al and 26 jurisdictions had no continu- ing education requirements for license renewal noted.(1) Choosing a method for assessment of continued competen- cy of post entry-level nurses remains a challenge for nurse regulators. The increasing emphasis for ongoing competency requirements extends beyond nursing.

In this case, the program did produce a video, and it walked through all of the new construction, the simulation lab, the equipment, the classrooms, the storage, and of course, the director really emphasized how great the storage was. And I think we'll all identify with that. But we were able, in that visit then, to, before the visit, see what was actually done for the program. And then, interview some of the clinical partners that they had had a clinical agreement with. We were able to talk with administration, and then with other stakeholders in the community about the support for this program.

If those stakeholders believe interstate mobility is important to the profession, the development and implementation of a successful license portability initiative is more likely to succeed.24 Without such agreement, a portability initiative may stall.25 Agreement on the need for interstate mobility is often driven by changes in technology that allow licensees to provide services to remote customers, and the growth of licensees and firms with a nationwide presence.26 For occupations that depend on interstate mobility, license portability not only benefits licensees who wish to practice across state lines, but also consumers who seek better access to services or expect licensees to provide services nationwide.
