With David's skilled guidance at the onset and throughout the pandemic, NCSBN both led and was an active participant in a number of domestic and international initiatives designed to increase access to the NCLEX, reduce regulatory barriers for providers, open clinical experiences for nursing students, and offer innovative responses to COVID-19 in an effort to support nurse regulatory boards. David was also a significant contributor to the World Health Organization's State of the World's Nursing 2020 Report, offering a regulatory perspective and providing accurate data, evidence, and suggestions for legislative change.

This publication analyzes the U.S. and Canadian entry-level nursing testing populations, including the relevance of clinical judgment in the performance of nursing activities. Because changes can occur in registered nurse (RN) practice, practice analyses are conducted on a three-year cycle. Due to COVID-19, the RN practice analysis was conducted in 2021. Award-winning research from the National Council of State Boards of Nursing (NCSBN) supports regulatory decisions for patient safety and public protection. Results of the 2024 survey are now available. Nursys Discipline Case Review We are initiating a review of 2017-2023 discipline cases from the NCSBN Nursys database aimed toward identifying trends in discipline three years before and after the outbreak of the COVID-19 pandemic in 2020 to examine whether there have been changes in disciplinary violations or board actions due to the pandemic. This retrospective longitudinal analysis of discipline data will evaluate risk factors for discipline and recidivism, as well as the efficacy of board disciplinary actions before and after the pandemic period.

Testing resumed eight days later with a modified NCLEX that maintained the integrity of the exam delivered in a testing environment that adhered to CDC guidelines for social distancing and disinfection.

In addition, the correlation between total group importance and total group clinical judgment ratings is 0.95, indicating a strong relationship between the two ratings. Conclusion The 2024 RN Practice Analysis used several methods to describe the practice of newly licensed RNs in the U.S.: (1) document reviews; (2) activity logs of newly licensed RNs; (3) SMEs’ knowledge; and (4) a large-scale survey. In addition, there was evidence to support the validity of the activity statement ratings. Based on evidence, the findings of this study can be used to evaluate and support an RN test plan.
