Doing so under the eNLC Rules would be a completely new processes in Delaware and could quite possibly require statutory change since the statutory requirement the CBC is tied to “application for licensure.” Of course, the requirement for a CBC report has always been a requirement in such instances of reinstatement of an expired license.
