    What the college system had was an Excel spreadsheet that started in 1991 that had over 10,000 names on it. So we had no idea how many were active, how many were non-active. So along the way of the bill drafting, we certainly recognized that we needed to set standards for the application and renewal process and have some educational requirements for the renewal process. So we developed the training program standards for Certified Medication Aide I, which were just the oral and topical medications. And then we also created standards for Certified Medication Aide II, which would be allowed to give insulin by prefilled insulin injections.
