Each nursing regulatory body has a team of Passport admins that are responsible for adding, updating, and removing the users for their organization. Admins also manage application access and membership within certain groups. I know we have many Passport admins with us in the audience today. So what they wanted to know from us was can we predictably use our data to match nurse staffing with patient demand. And we knew that we could help them but we knew that it wouldn't be without challenge. The data currently shows that ED demand for services is predicted by weekly and seasonal patterns. We already knew that. That was a good news, that prediction was possible. The not so good news was that we found this prediction could be difficult because we had to control for the arrival rate of the emergency department patients coming in and because there were significant pattern differences and we would have to control for temporal climatic patient factors that influenced that particular arrival rate.

I'll talk about that in a few minutes, what we've done regarding this. And staffing. It's clear that the patient safety culture and staffing, particularly in nursing homes, needs improvement. And I know many of you saw in the early days of the pandemic, New Jersey nursing homes really made national news, right? So based on what was going on in New Jersey nursing homes, our governor at the time had made a recommendation for a report to look into the issues of what was going on in nursing homes, and that report really focused on the staffing that was going on in the nursing homes.

The behavior that results from this disease has far-reaching and negative effects. Not only on nurses themselves, but also upon the patients who depend on the nurse for safe, competent care. Substance use disorder, among health care providers also creates significant legal and ethical responsibilities for colleagues who work with these individuals. But, there's good news too. When employees think their supervisors knows how to detect substance abuse and is willing to do something about it, employees drinking and drug use decreases.

And so, our commission no longer uses chaperones in a case of sexual misconduct, they do gender restrictions. If the licensee has sexual misconduct complaints against females, we restrict them to only seeing males, and if that puts them out of business, that's unfortunate. But I was just reading this morning while I was sitting out waiting for my time here, and I kind of want to read this to you because it's, again, it's so timely. And this is about the doctor from USC, who's the OB-GYN, I don't know if you read about him, he was in the news. And in the exam room, he had chaperones, they were nurses or his medical assistant, and one of the complaints against this particular physician was that he was taking pictures of the female students' genitalia.

On the other hand, if the standard is set too high, some well-qualified candidates will be denied a license, and we will not have enough nurses to take care of the patients. So in addition to accuracy, we also need consistency and transparency. Even though things may evolve over time, we want to ensure that the standards are set in a way that is consistent, transparent, and based on the latest professional requirements. This would foster public confidence in the licensure exam. A well-documented process would also provide legal protection for any disputes or challenges down the road. Now, let's get into the details of the process. We follow three major steps for standard setting.
