–Mother Teresa The NCSBN 2015 theme, “A United Mission For Regulatory Excellence,” is at its surface deceptively simple – unity equals excellence. The unity evoked by the illustration of this year’s theme, however, reveals a far more complex concept. Unity as an ideal is not so homogeneous that individuality is sacrificed; rather, it is the strength of the individuals who comprise the whole that make excellence achievable. NCSBN Member Boards embody this virtue in action. Viewed at a distance, a mosaic tile or a stained glass window may appear as a singular work of art.

Lembke actually talked about it when she was presenting, about how long-term or excessive opioid use changes the dopamine receptors and actually the dopamine production in the brain. And there's an inverse U-curve, is how they term it, related to dopamine and performance. So, if you have too little dopamine or too much dopamine, your performance decreases, but there is a peak performance rate related to the ideal dopamine level. So, if nurses, or physicians, or anybody else have too little dopamine after a period of excessive or long-term opiate use, buprenorphine or other agonists may indeed help their performance and make them safe in their roles. And finally, there are regulatory considerations.

That bill is back, in its final chamber for concurrence and hoping that that will be passed any day. Hawaii had an NLC bill filed, but it was very quickly amended to instead, become a task force to explore the impact of the NLC on the state of Hawaii. So not the ideal, but progress nonetheless. And then New Mexico and Montana gave me a lot of heartburn this session. They had bills filed to either repeal the compact in Montana and replace it with a regional compact, or New Mexico had a bill that included material deviations that would essentially compromise the participation of New Mexico in the compact.

And that happens because sometimes we don't have enough time to take the time to get to know them, to analyze the situation, to walk through the challenges. So, we need a representative heuristic, a shortcut that says, "The Last time I've dealt with a person like this, X, Y, and Z. The last time I saw a person like this in a movie, X, Y, and Z. The last time I heard about a person like this at the dinner table with your crazy cousin staff, X, Y, and Z." It teaches you to have shortcuts. This is the one that we've got to work on.
