Marijuana-Impaired Driving

The report is to educate the public that drugs other than alcohol, including marijuana, are absorbed, distributed and eliminated from the body differently than alcohol. While BAC correlates closely with impairment, there is no such measure (e.g., THC) for marijuana that correlates with impairment. Thus, a BAC-equivalent impairment measure is not possible. This research built a persuasive case that alcohol was a significant contributor to traffic crashes. For example, in the 1950’s it was estimated that alcohol-positive drivers were involved in approximately 50 percent of fatal crashes (involving over 25,000 fatalities per year), while the latest data available shows that alcohol-related fatal crashes have declined to around 30 percent (involving over 10,000 fatalities per year). In the 1960’s research was able to estimate the crash risk of drivers at different alcohol concentration levels.

What are the outcomes we're aiming for? And where are we in the journey? We are just starting to implement but I'll give you a bit of a picture of where we are. So as the college in British Columbia, we're a province of about 5 million people. We have 40,000 registrants just over. And this is registered nurses and nurse practitioners. We came under new legislation in 2005 called The Health Professions Act. And at that time, we were limited to regulation only. Before then, we were an association as well as a regulator. So over the last decade, we've been doing a lot of work to unwind our association programs and to reprogram our regulatory functions.

Psychometric consistency monitoring refers to methods that detect deterioration in the quality of an examination but are not necessarily associated with deliberate cheating behaviors. These methods relate more generally to the tendency of examinations to undergo aging and degradation in their psychometric properties from repeated use over time and place. Curricular changes, popu- lation changes, overexposure of items, or other legitimate factors may render a particular test form less useful over time. An example might be a testing program that uses only one form of an examination repeatedly over a period of years.
