And third, they must clearly de- fine the roles and responsibilities of leaders at all organizational levels in creating and sustaining a fair and just culture. Characteristics of a fair and just culture in nursing schools. Frankel and colleagues have elaborated on these concepts as they apply in health care settings4; here, we offer them specific to nursing schools.
