We then limited our collection on student outcomes associated with learning, engagement, clinical preparedness, practice proficiency, etc., to the externally validated instruments. As some of you know in this room, collection within an end-of-program standardized test scores was then facilitated through direct coordination with individual research site coordinators. Well, that's a creation of chapter 303. It is a committee established under the authority of the governing body of a national, local nursing association, school of nursing, nursing staff, or hospital, health science center, nursing home, nursing health agency, temporary nursing service, or, kind of, what I like to say, any kind of health facility, any kind of health organization. But Jim liked to spell everything out. And peer review means the evaluation of the nursing services, qualifications of a nurse, the quality of patient care rendered by a nurse, the merits of a complaint concerning a nurse or nursing care, and the determination or recommendation regarding that complaint. ©2022 National Council of State Boards of Nursing, Inc.

I'm, as the director, I'm appointed to a six-year term and independent from the appointing...the governor appoints the director, once I'm confirmed it's independent from that. ©2019 National Council of State Boards of Nursing, Inc. All rights reserved. 5 And I alone have the authority to hire and fire my staff under the protection of classified civil service. So it protects and insulates against any influence by other entities. We've all had situations where people call and want to look at different kinds of special exceptions for things like that. My agency essentially exists to protect from that very kind of thing. - And is everybody in the room familiar with the North Carolina State Dental Board Supreme Court case that Emalie keeps talking about?

Did the department's use of a former board chair as the expert witness and his testimony combine to create the appearance that the board intermingled prosecutorial and adjudicatory functions? How many of you say yes? Okay. Okay, that's about, I would say, maybe 15%. How many of you say yes, if the expert's service on the board is recent? Okay, that's okay, yeah. And how many of you say no? Yeah, I knew it. How many of you don't care? Well, the answer is no, okay? So basically, the court dealt with these things separately. And the first part of their decision is that because there were separate divisions within the agency that you don't have intermingling because the board didn't actually do the hearing. ©2024 National Council of State Boards of Nursing, Inc.

Currently it says that public members shall have no financial interest in nursing services and based on literature, we could have a potential conflict with that in direct interest in any healthcare services not just nursing services. As healthcare services expand and new businesses are developed, quite frequently what we want to make sure of is that our public members have no material financial interest in the provisions of any service that provides healthcare. Lawsuits. Currently, the language is that board members are immune from individual civil liability while acting in the scope of duties of the board of directors' members and the committee felt that the provision should tie back to the jurisdictional law governing the subject.

“The loss of any nurse who chooses to leave the profession has an impact, but when a nurse who is essentially just beginning their career does so, the health care system loses decades of practice,” says NCSBN Chief Officer of Nursing Regulation Maryann Alexander, PhD, RN, FAAN. “We lose not only their service but their potential leadership and mentor- ship of those who follow them.” Of additional concern is the fact that disruptions in prelicensure nursing programs have affected the supply and clinical preparedness of new nurse graduates. The report found that Medicare visits conducted via telehealth increased 63-fold from about 840,000 in 2019 to over 52 million in 2020. That's a lot to sink in right there, I think. CMS released its Medicare telemedicine data snapshot which looked at claims for Medicare fee-for-service, Medicare Advantage, encounter data, and Medicare enrollment information. They identified over 28 million unique telemedicine users from March 2020 through February 2021. The expansion of remote and virtual technologies while increasing access to patients, especially in the underserved and rural areas may create challenges for Boards of Nursing, but it's also a great opportunity.

New Jersey actually said that the CARE Act helped the state reduce readmissions, and New Jersey had very bad data on readmissions, so this was a big deal. And it was framed for family caregivers need and deserve more help, as the research tells us. That was the framing of the whole thing. So there it is. As of 2023, we have all of it in red. There's 25 states and territories, 26 actually, but anyway. But you can see this whole part of the United States that doesn't have it. Isn't that interesting? Like, why? Florida, the southern states, but maybe you can relate to why that would be. So I want to get back to ideas for research.
