Of the top states with the most bill filings, which were Illinois, Massachusetts, Minnesota, New York, Oklahoma, and Texas, each had over 10,000 bills filed. And that trend for the number of bills is going to most likely continue to grow. And however, some legislatures are taking action to limit the number of bills. For example, California has a new rule for the 25 and 26 session, that senators can only file 35 bills total, which is down from 40, and assembly members can also only file 35 bills in total, which is down from 50.
