    Just in terms of looking at the...from the Greater Philadelphia region, this is our enrollment that we saw across the demonstration, the baseline years being an average, as I said, of...2006 to 2010 was the baseline year average. So you have a little bit over 1,100 enrolled. And then by Year 6, we had over 2,200 enrolled with a 96%increase in enrollment over the baseline. So there was growth. One of the questions that we're constantly asked is, and I'm sure this audience will ask, would there have been growth regardless of whether there was the GNE Project or not?

    Department of Health and Human Services found that massive increases in the use of telehealth helped maintain access to healthcare services during the first year of the pandemic. The report found that Medicare visits conducted via telehealth increased 63-fold from about 840,000 in 2019 to over 52 million in 2020. That's a lot to sink in right there, I think. CMS released its Medicare telemedicine data snapshot which looked at claims for Medicare fee-for-service, Medicare Advantage, encounter data, and Medicare enrollment information. They identified over 28 million unique telemedicine users from March 2020 through February 2021.

    And so the one that really has increased over time is denied access. And we are now seeing recruiters, systems, and other practices try to form an employment relationship with a nurse anesthesia trainee much sooner in their school. When I was in a program, it was really three to six months before graduation is when you would start kind of putting feelers out there, interviewing.

    In this example, a candidate selects both correct actions, the correct condition, and one of two correct parameters to monitor. By summing across the correct targets, we see that this candidate earned a total score of four points. Two additional items fall under the 0/1 scoring rule, but we will not go over them in detail. These items are the calculation item and the ordered response item. Correct points are earned with correct calculations and with correct order respectively. The next scoring rule is called the +/- scoring rule. It's derived from Signal Detection Theory, which characterizes the process of identifying signal over noise.

    And lastly, we've established a long-term board-designated fund to supplement program revenue, and despite the steep decline in the financial markets and losses in the investment value in FY-22, the NCSBN investment portfolio has returned $151 million over the last 10-year period through FY-22. A total of 69% of the revenue comes from NCLEX in the U.S., and we receive 6% from NCLEX in Canada and 7% from nurses for license verification fees. And a total of 11% of the revenue budget for FY-23 comes for the accumulated earnings on investments, and NCSBN budgets an amount equal to the long-run average annual expected return on the investment portfolio to supplement our operating revenues.

    And Brendan and I worked on this study in addition to a legal assistant who got the ball rolling on doing some stuff, so want to thank them too. And in this presentation, I will be going through an extended review of the state of nursing simulation regulation. And I'll be describing the methods of what has taken place, changed over the years, present the results and discuss the implications of the study we are conducting here. So, the use of simulation in nursing education has increased dramatically over the past two decades. Research has documented the benefits to student learning and nursing educators' ability to effectively evaluate student performance.

    So they will have to get over that presumption. In other words, they don't get what's called a trial de novo. They don't get to start over again. Basically, the court said that the evidence does support those two findings of fact, and this is where they say that deference is given to the board's determination regarding the weight and credibility of evidence, because remember, they don't have those witnesses coming back to testify before them.
